MoCo school board to vote on public comment, document changes in handbook

Thursday’s vote will be first update to handbook since September

The Montgomery County school board is set to vote on its 2026-2027 handbook Thursday afternoon, which would include changing the language around when documents are available online and the timeline concerning public comment.  

According to school board documents, one of the changes includes a shift in when supporting documents for meetings are uploaded online. The current handbook  notes on page 27 that the school board “endeavors” to advertise the meeting agenda and supporting documents on the board’s website no later than the Friday before the meeting. The current handbook later notes on page 36 that “board meeting materials normally are available online to the public on the Friday prior to business meetings.” 

The 2026-2027 handbook, if approved, would remove language around posting board meeting materials the Friday prior to meetings, and only states that meeting materials would “normally be available online to the public prior” to meetings, without stating a timeline.

The new handbook would also shift how the board prioritizes speakers for public comment when it receives more requests for testimony than spots available. The current handbook outlines on page 39 that when they receive more requests, priority is given to people who have not testified at a business meeting or work session in the past 30 calendar days.

If approved, the new handbook would dictate the board to give priority to anyone who hasn’t testified at any of the last four board business meetings or work sessions. Depending on the month, the board generally has one business meeting and one work session a month.  

In a statement to Bethesda Today on Tuesday, Edith Lozada Salgado, the communications coordinator for the board, said the board reviews its handbook every year and during this summer’s review the board focused on “focused on ensuring the broadest and most diverse access possible for our constituents.”  

Lozada Salgado also said the board will continue to post meeting agendas and “supporting documents can then be added to the public site at any time prior to the meeting.” 

According to the board handbook introduction, its purpose is to “provide a useful tool for members of the Board of Education, staff, residents, and students regarding the manner in which the Board typically operates and carries out the authority delegated to it by law.”

According to the introduction, the handbook isn’t intended to mandate any binding process unless it’s required by law.  

The last update to the handbook occurred in September, according to online school board meeting agendas.  

The board is set to vote on the handbook and the changes at its Thursday business meeting at 15 W. Gude Drive in Rockville, with the meeting beginning at 4 p.m.
